Background
The Faculty of Law is growing. The CORe (Centrum voor Overheid en Recht, www.uhasselt.be/core) research group focuses primarily on the relationship between citizens and the authorities. CORe conducts high level research in a number of domains and believes in the power of multidisciplinary research. By doing so CORe develops tools that support living together at home, in the Euregion and in Europe. Within one of these research domains, Administrative Law, the Faculty of Law of Hasselt University is a partner in the H2020 project SAPIENS( GA n. 956696 ). We offer a full doctoral grant for 4 years (3 years project funding + 1 additional year) on the condition of a positive evaluation after 2 years. Moreover, as a phd-student/early stage researcher (ESR) you will be part of a community of ESRs based in 10 SAPIENS partner universities and will benefit from an international and interdisciplinary training program with exposure to intersectoral and international working environments. You will get a very attractive salary plus an allowances package in accordance with the Marie Skłodowska Curie Actions (MSCA) rules and your personal circumstances . The gross salary will be approximately 3.270€/month, plus a mobility allowance of 600 €/ month and, if due, a family allowance of 500 €/ month. The average (net) scholarship for a PhD student in Flanders, Belgium can be found here and provides an indication for your remuneration during the fourth year.

Research activities
You will write a doctoral dissertation and carry out a wide range of research activities related to the European project
mentioned in the title, under the supervision of Prof. Van Garsse (supervisor UHasselt) and Prof. Appolloni
(co-supervisor, UNITOV, Roma Tor Vergata). This project will analyse national strategies and identify best practices to
implement Circular Economy in public procurement. It will conduct comparative and interdisciplinary research into the
various techniques to promote, facilitate and implement circulair procurement in the procurement cycle, namely
reduce, reuse, recycle and recover. More infomation on the project can be found on www.sapiensnetwork.eu
As a phd student you will work within the Faculty of Law at Hasselt University and will be offered an international,
interdisciplinary and intersectoral training. This will include a structured mobility up to 10 months in the Universities
and Partner Organisations of the Consortium for the entire project duration and more specifically:
*UNITOV (Italy, 3m resident work with co-supervisor on economic aspects relevant for CE);
*EW (UK, 2 m participation in developing policies, instruments and measures for monitoring of Sustainable public
procurement in Public Procurement Electronic Supply Chain);
*OVAM (Brussels, 2m research on the implementation and monitoring of measures in Public procurement processes
for a green circular economy).
Teaching assignment
You may be involved in limited teaching activities if requested.

Selection procedure

The selection procedure consists of a preselection based on application file and an interview.
Shortlisted candidates will be notified in the second half of April. Interviews will take place in the first half of May.
